Army Delays Ground Combat Vehicle — Army Times

The Army will delay its Ground Combat Vehicle (GCV) program, cancelling the current Request for Proposals and issuing a new one in about two months, DoD officials said Wednesday.

One industry source said contract awards would follow the new RfP by about nine months.

The source said the delay would be costly for the industry teams that responded to the February RfP, because their engineers and support personnel will continue to be paid during the delay despite a lack of government funding.

Defense Secretary Robert Gates says that he may leave his job possibly as early as January but certainly by the end of 2011, Foreign Policy Magazine reports.

“It would be a mistake to wait until January 2012,” Gates said in an interview.

WASHINGTON — After nearly a decade of rapid increases in military spending, the Pentagon is facing intensifying political and economic pressures to restrain its budget, setting up the first serious debate since the terrorist attacks of 2001 about the size and cost of the armed services.

Lawmakers, administration officials and analysts said the combination of big budget deficits, the winding down of the war in Iraq and President Obama’s pledge to begin pulling troops from Afghanistan next year were leading Congress to contemplate reductions in Pentagon financing requests.

In response to yesterday’s first installment of The Washington Post’s “Top Secret America” series on the Intelligence Community, the Office of the Director of National Intelligence released a document dispelling some common myths surrounding the IC’s use of and relationship with contractors.

In the document, ODNI outlines some widely held misconceptions about the IC and contractors, including insufficient oversight of contractors, private contractors inappropriately performing “inherently governmental” functions and contractors costing more than their government counterparts.
