A $96.7 billion wartime spending bill hits the House floor Thursday even as the Senate Appropriations Committee takes up its own version together with billions in expanded financing for the International Monetary Fund.
With Memorial Day as a backstop, the twin bills pose a major test for President Barack Obama, who must navigate between his own anti-war Democratic left and the Republican right, which has seized on the spending debate as a chance to roll back Obama’s plans to close the Guantanamo detention center.
The president’s late-breaking request for new IMF funds — only sent to the Capitol late Tuesday night— is the big wild card in the mix.
